DISCOVERY OF POLICY SCIENCE 

First, our Officiating Chief Minister and Dean Protem, discovered Policy Science, on December 14 1990, in the New Town named South Woodham Ferrers, on the outskirts of Chelmsford, Essex, zSoutheast England. He defined his Discovery, as the "Method of Formulating, Interpreting and, Implementing Policies under various Bureaucratic Procedures". By 1999 that Definition entered the Universal English Dictionary at page 1189. Following further in-depth review of his own Discovery, he amended that definition, to synectics lateral rule of reflex response.
